CONSULTANCY SERVICE

PLANNING CONSULTATION

BEFORE YOU BUY, BUILD OR MAKE CHANGES, FIND OUT WHAT YOU CAN ACTUALLY DO.

We analyse the planning and technical situation of your property, plot or project so you know what is feasible, what constraints apply and what steps should be taken before making a decision. You don't need to understand planning regulations or know which procedure applies. Tell us about your case and we'll determine what needs to be checked.

Once the consultation is complete, you'll have a clear understanding of your current situation, the available options, the risks that need to be addressed and the next steps.

OUR APPROACH

PLANNING FEASIBILITY SHOULD NEVER BE ASSUMED

IT SHOULD BE VERIFIED.

At Tower Arquitectos, we reduce uncertainty before you make a property decision. Every technical, regulatory and spatial assessment follows a professional approach focused on identifying constraints, anticipating risks and assessing the feasibility of the proposed project.

THE CONCEPT

A PROPERTY DECISION MAY DEPEND ON SOMETHING YOU HAVEN'T CHECKED YET.

Planning regulations determine what can be done with a plot or property, but understanding them is not always a matter of checking a single parameter. Planning rules, the existing situation, administrative history, sector-specific restrictions and the technical characteristics of the property can all affect a proposed development, activity or investment.

That's why we assess every case individually.

Tower Arquitectos' Planning Consultation is a professional advisory service designed to answer your questions, assess feasibility, identify constraints and help determine the best way to approach your particular situation.

WHEN CAN A PLANNING CONSULTATION HELP?

NOT EVERY CONSULTATION STARTS WITH A BUILDING PROJECT. AND NOT EVERY ONE STARTS BEFORE A PURCHASE.

01

PROPERTY PURCHASE & INVESTMENT

Before buying a plot, site, home, building or commercial premises, we can assess whether its characteristics and planning status are compatible with what you intend to do.

PLOTS · SITES · HOMES · BUILDINGS · COMMERCIAL PREMISES · DEVELOPMENTS

02

PROJECT FEASIBILITY

We assess the possibilities and key planning constraints of a proposed project before you begin the design process or commit to an investment.

NEW BUILDS · EXTENSIONS · RENOVATIONS · CHANGES OF USE · SUBDIVISIONS · ANCILLARY BUILDINGS

03

BUSINESS & ACTIVITY FEASIBILITY

We assess planning compatibility and the main requirements for establishing a business or activity in a specific property.

RETAIL · OFFICES · HOSPITALITY · ACCOMMODATION · INDUSTRIAL · SERVICES

04

EXISTING PROPERTIES & BUILDINGS

We review situations where there are questions about the planning status of a property or what alterations or works may be possible.

EXISTING BUILDINGS · EXTENSIONS · PLANNING HISTORY · DISCREPANCIES · DEVELOPMENT OPTIONS

05

RESTRICTIONS & CONSTRAINTS

A plot may be subject to restrictions that go beyond municipal planning regulations. We assess any additional constraints that may be relevant to your particular case.

COASTAL RESTRICTIONS · ROADS · FLOOD RISK · HERITAGE · PUBLIC DOMAIN · OTHER SECTOR-SPECIFIC RESTRICTIONS

06

COMPLEX CASES

Where there are previous records, administrative proceedings, official notices or several regulations involved, we assess the situation as a whole to identify possible options and establish an initial strategy.

PLANNING INFRINGEMENTS · OFFICIAL NOTICES · LICENCES · EXISTING SITUATIONS · ADMINISTRATIVE FILES · PLANNING STRATEGY

THE OUTCOME

WHAT MATTERS IS KNOWING WHAT TO DO NEXT

By the end of the consultation, you should have a much clearer understanding of:

01

Where you stand

The planning or technical situation we have been able to determine from the available information.

02

What options are available

What may be feasible and what limitations or constraints we have identified.

03

Where the risks are

Which issues should be checked or resolved before moving forward.

04

What to do next

The reasonable next steps to take your case forward.

* The consultation is a standalone service. There is no obligation to subsequently commission any project, report or other service from Tower Arquitectos. No obliga a contratar posteriormente ningún proyecto, informe o servicio con Tower Arquitectos.

A SIMPLE PROCESS

FROM YOUR QUESTION TO A BETTER-INFORMED DECISION.

01 ⟶

BOOK YOUR CONSULTATION

Book your consultation online and email us the cadastral reference of the property. Within a maximum of 48 hours, we will contact you so you can explain your situation, your questions and what you need us to assess.

02 ⟶

SEND US THE INFORMATION

After speaking with you, we determine what information we need and what checks or enquiries should be carried out. Depending on the case, we may request additional documentation. If there is a planning infringement or enforcement issue, we will need all available documentation relating to it.

03 ⟶

WE ASSESS YOUR CASE

Using the documentation provided, we carry out the necessary enquiries with the relevant authorities and review the applicable regulations. We then analyse all the information to determine the current situation of the property, assess whether your proposal is feasible and consider possible alternatives.

04

WE TALK YOU THROUGH IT

We contact you by phone or email and explain the checks carried out and the current planning and legal situation step by step. We explain what may be possible, what may not and why; where irregularities exist, we assess possible ways forward; and if you intend to build or alter the property, we explain the main planning parameters that may apply.

* The minimum documentation required for any consultation is the cadastral reference and either a Land Registry extract (nota simple) or the title deed. If you have any historical documentation relating to the property—such as previous projects, drawings, licences or permits—please send it to us, as it may be highly relevant to the assessment.

SERVICE SCOPE

WHAT THE URBAN PLANNING CONSULTATION INCLUDES

WHAT'S INCLUDED

1. We review the initial information to understand the situation of the property and determine what documentation, checks and enquiries are required.

2. We review the applicable regulations, planning provisions and relevant planning documentation, and make the necessary enquiries with the corresponding authorities to address the questions raised, within the agreed scope. If the case requires additional procedures or technical enquiries beyond this scope, we will inform you in advance.

3. We assess the property's planning situation as a whole, together with any identified constraints. Where relevant, we also review deeds and other available documentation that may provide information about the property's current situation or affect future works or uses.

4. Once the assessment is complete, we contact you through the agreed channel to explain the checks carried out, our conclusions and the questions raised.

5. For existing properties, and always at the architect's discretion, we may carry out a site visit for a visual inspection, measurements or a survey where the circumstances of the case require it.

6. We explain the planning and legal situation identified, which actions appear feasible and which are subject to limitations. Where different alternatives exist, we assess their implications to help identify the most appropriate way forward for your objectives.

7. If the consultation determines that a project, permit application or other administrative procedure is required, we explain the necessary next steps. If you would like Tower Arquitectos to handle them, we will provide a separate, no-obligation quotation.

WHAT'S NOT INCLUDED

1. Unless expressly commissioned, the Urban Planning Consultation does not include the preparation of reports, certificates, expert opinions or other technical documents. If we consider that your case requires any of these, we will let you know and inform you of the cost in advance.

2. The need for a site visit, inspection, measurement or survey will be determined by the architect according to the circumstances of the case. If additional work not included in the consultation is required, we will inform you of the cost in advance.

3. The consultation does not include the preparation of projects, technical documents, certificates or legalisation files, nor their administrative processing. These services will be quoted separately where required.

4. Administrative fees and the cost of certificates, Land Registry documents, archive records, copies or other documents issued by public authorities or third parties are not included and may incur an additional cost.

5. The client must provide any documentation in their possession that is necessary to properly assess the case, such as title deeds, Land Registry extracts, municipal notifications, files, permits, drawings, utility bills or contracts, photographs or other documentation relating to the property.

Before we begin
We will need you to provide all available documentation relating to the property and the purpose of the consultation. Once we have carried out an initial review of your case, we will tell you exactly what documentation we require.

Service area
Valencian Community and Region of Murcia. For other regions, please contact us in advance.

WHEN FURTHER INVESTIGATION IS NEEDED

SOME QUESTIONS CANNOT BE RESOLVED THROUGH A CONSULTATION ALONE.

In some cases, a definitive answer may depend on unavailable administrative records, sector-specific reports, on-site checks, the local authority's interpretation, ongoing procedures or decisions from other public authorities. When we identify a situation of this kind, we will explain what can be determined from the information available and what additional checks would be required to obtain greater certainty.

BEFORE YOU BOOK

FREQUENTLY ASKED QUESTIONS

We answer the most common questions about the scope, process and booking of the Urban Planning Consultation.

WHAT DOCUMENTATION DO I NEED TO BOOK THE CONSULTATION?

To book the Urban Planning Consultation, we only need the basic details of the property or plot you would like us to assess. Depending on the case, we may ask you for the cadastral reference, location, title deed, Land Registry extract, drawings, photographs or any other available documentation that may assist our assessment. You do not need to have all the documentation from the outset. Once you have booked the consultation, we will tell you exactly what we need to assess your case.

Once you have booked the consultation, we will contact you within a maximum of 48 hours to discuss your case and clarify what you need help with. From there, we will determine which documents need to be reviewed and what checks, enquiries or procedures are required within the scope of the consultation.

The timeframe depends on the complexity of the case, the documentation available and whether enquiries with any public authority are required. Once we have carried out an initial review of the information, we will be able to give you an estimated timeframe. If any checks depend on third parties or a public authority, we will let you know.

No. The Urban Planning Consultation is a professional assessment and advisory service and does not include the preparation of a written report, certificate or technical opinion. If, due to the nature of your case, you require a written technical document, we will let you know and can provide a separate quotation.

Yes. Where necessary to address the questions raised, we can carry out the relevant administrative checks and enquiries within the agreed scope. If your case requires additional procedures, more extensive technical enquiries or work beyond the scope of the initial consultation, we will inform you in advance.

Not always. Many consultations can be resolved by reviewing the available documentation, the applicable planning regulations and carrying out the necessary checks. Where the circumstances of the case make a visual inspection, measurement or survey advisable, the architect will assess whether a site visit is required and we will inform you in advance if this involves any additional cost.

We will assess it within the scope of the consultation to explain what we have been able to determine, what the implications may be and what possible courses of action are available. If reaching a definitive conclusion requires access to administrative records, additional checks, a legalisation procedure or other technical work, we will explain what the next steps should be.

Yes. In fact, carrying out certain checks before completing a purchase or committing to an investment can help identify planning constraints, limitations or risks that are important to understand in advance. We can assess plots, development sites, homes, buildings and commercial premises to determine their planning situation and whether they are compatible with what you intend to do.

Our usual area of operation covers the Valencian Community and the Region of Murcia. For properties located in other autonomous communities, please contact us before booking. We will assess your case and let you know whether we can take it on and whether any additional costs may apply due to travel, administrative procedures or other specific requirements.

The Urban Planning Consultation is designed to address specific questions and provide an initial assessment. If you are considering a property development, land acquisition, building purchase or a more complex real estate transaction, we can carry out a more comprehensive planning assessment tailored to the scope and characteristics of the proposed operation. In this case, we will assess your requirements in advance and provide a specific quotation for the work.
